Is 0% APR for Car Purchase Permissible?

Assalamu Alaikum,

My question is as follows:

If I want to purchase a car on 0% APR as advertised by auto car showrooms like Toyota, Kia, etc, is that permissible?

Apparently 0% interest is announced in these showrooms, but in case of delay in payment of any installment, they apply a delay penalty, which falls under interest and hence is not permissible to proceed with that purchase.   

For a purchase to be permissible, you need to:

  1. Set a fixed price in the contract with the bank or the financial institution you are dealing with.
  2. Set the condition that no penalty will be levied for payment made in advance of the due date or for any delayed payment. 

Having the above conditions fulfilled, the purchase will become permissible. 

وإذا عقد العقد على أنه إلى أجل كذا بكذا وبالنقد بكذا أو قال إلى شهر بكذا أو إلى شهرين بكذا فهو فاسد؛ لأنه لم يعاطه على ثمن معلوم ولنهي النبي - صلى الله عليه وسلم - عن شرطين في بيع وهذا هو تفسير الشرطين في بيع ومطلق النهي يوجب الفساد في العقود الشرعية وهذا إذا افترقا على هذا فإن كان يتراضيان بينهما ولم يتفرقا حتى قاطعه على ثمن معلوم، وأتما العقد عليه فهو جائز؛ لأنهما ما افترقا إلا بعد تمام شرط صحة العقد(المبسوط للسرخسي ، كتاب البيوع، باب البيوع الفاسدة، ۱۳/۷)
