I hope you are well. I wanted to reach out because, about six months ago, my ex requested a khul’a, and since then, I have had no contact with her. Now, I would like to proceed with a divorce through Moroccan law. She is not responding to my messages, and she has even blocked me. She is now asking for a large sum of money, but I am unable to communicate or send it directly. I would be very grateful if you could assist me or guide me to someone who can help facilitate this process from the U.S.

If you wish to proceed with this matter under Moroccan law, you should complete the legal process through the appropriate authorities there. We regret that we are unable to assist you with this matter from here.
However, if you are unable to move forward with the khula proceedings, then under Shariah you have the authority to pronounce talaq (divorce). You may issue the divorce if you choose to do so.
