Mazi and Wudu

Question

Assalamualaikum,
I wanted to ask in regards to pre-cum (المذي) or Madhi is what I think it is called. It is the liquid that comes out due to arousal or sometimes for no reason due to blood rushing to the penis area. Now the problem is that this happens while I am in the state of wudu and while I am outside. When the time for salat comes, it becomes quite difficult to make wudu each time or have to change my underwear since I am not close to home.
1. Do I always have to change the underwear and wear clean underwear and make wudu before performing salat?
2. What if I am unsure anything is leaking out of my penis and it is time for salat and there is no water around for wudu?
3. Is there any leniency for someone who is easliy aroused and it becomes difficult to sprinkle water on the underwear and wash private parts especially when one is using a public restroom with non muslims?

If there is impurity on the underwear then it&rsquo;s not necessary to change it, it&rsquo;s enough to wash and wear it again. If this impurity has spread equal to a Dirham space then it is necessary to wash the cloth. If the مذی (Mazi) has spread on the cloth less than a Dirham space then it is not necessary to wash it, however, leaving it there on purpose isمکروہ Makrooh.
If there is doubt then check whether it actually came out then wash it, make wudu and pray Salaat, otherwise considering it a whispering from Shaitan don&rsquo;t pay attention to it.
The leniency you desire for the washing to be waived, it is apparent that there is no room for it.

The way to solve this problem is:

If one is not married then he should get married.
Cold water should be sprayed on the penis, with its coolness the flow of the مذی (Mazi) will stop.
Use cotton, and if gets filthy with the مذی (Mazi) then the cotton should be thrown, and if sticks to the body or the clothes then after washing it, make wudu and pray Salaat.

عن علي، قال: كنت رجلا مذاء فأمرت رجلا أن يسأل النبي صلى اللہ عليه وسلم، لمكان ابنته، فسأل فقال: توضأ واغسل ذكرك.(صحیح البخاري:۱؍۴۱، رقم الحدیث:۲۶۹،كتاب الغسل ، باب غسل المذي والوضوء منه،ط:دیوبند)
(وعفي قدر الدرهم) وزنا في المتجسدة وهو عشرون قيراطا ومساحة في المائعة وهو قدر مقعر الكف داخل مفاصل الأصابع كما وفقه الهندواني وهو الصحيح فذلك عفو (من) النجاسة (المغلظة)فلا يعفى عنها إذا زادت على الدرهم مع القدرة على الإزالة (و) عفي قدر (ما دون ربع الثوب) الكامل (أو البدن) كله على الصحيح من الخفيفة لقيام الربع مقام الكل كمسح ربع الرأس.(مراقي الفلاح، ص:۳۷،كتاب الطهارة)
وقال الکاساني:كل ما يخرج من بدن الإنسان مما يجب بخروجه الوضوء أو الغسل فهو نجس، من البول والغائط والودي والمذي والمني، الخ.(بدائع الصنائع:۱؍۱۹۳،کتاب الطھارۃ،فصل في الطهارة الحقيقية،ط:زکریا، دیوبند)
